Do you have a program named "wish.exe" in e.g. C:\Tcl\bin or C:\GRASS\tcl-tk\bin?

If you have wish, but it's called something else (e.g. wish84.exe),
set GRASS_WISH to the name of the wish program (adding the setting to
grass63.bat is probably the easiest approach).
