[GRASS-windows] command line on windows

we use winGRASS in class and I provide the assignments in command line
similarly as we do in the book,
so here is some advice:

1. run d.* commands through GUI - click help and read gis.m help - it  
will
tell you which button represents which d.* command
this is usually enough to get you do everything that is in the book
(there are few exceptions - e.g. for SQL statements we use quotes
in the book - they should be omitted when running the same command in  
winGRASS)
2. gis.m help also explains how to run commands using the gui button
rather than in the output window - some students prefer that one
3. there is little point in developing tutorial for winGRASS with  
TCLTK interface
because the new GUI is coming out soon - I am sure we will see some  
GUI-based
tutorials then,
