just have a look at 

http://trac.osgeo.org/grass/browser/grass/trunk/mswindows/osgeo4w/package.sh#L96

v.in.lidar isn't activated yet in wingrass7.

you'll need pkg-liblas (libLAS A library for manipulating .LAS LiDAR data) from osgeo4w.

liblas supports vertical datums. as a side effect of this, the wingrass7-installer would be 
increasing in size (~ 100 mb) because - for this support - additional datum files are needed which can't be
compressed.
