<p>A Instrução Normativa estabelece ainda uma série de regras para
o desenvolvedor de software. Nessa área, por exemplo, fica a
partir de agora definido que:</p>
<p>O criador do software deverá, obrigatoriamente, especificar, no
cabeçalho de cada arquivo-fonte, que o software está licenciado
pelo modelo de licença Creative Commons General Public License -
GPL ("Licença Pública Geral"), versão 2.0, em português, ou
algum outro modelo de licença livre que venha a ser aprovado
pelo Órgão Central do SISP;</p>
