[Incubator] Meeting, New Projects, Graduations

Frank,

Now that MapGuide is all but done (hopefully) I'll volunteer to mentor 
one of the projects. MOSS4G could be seen as a conflict since Mateusz is 
a PSC member of FDO, so QGIS might be a better fit for me.
