[Incubator] Incubation Application: ORCHESTRA

Folks,

We have an application for incubation by the ORCHESTRA project.  I have
created a ticket for tracking this at:

But it was somewhat overwhelming to reformat the whole application text
in trac wiki format, so I've just attached the application in pdf and doc:

I have asked Jose to join the mailing list and introduce himself.  It would
