[Incubator] longer term approaches to an OSGeo Stack

Bob, Frank,
I agree that the specifics of a timetable for incubation requirements 
need to be discussed, also what the criteria should be.
And when we put this into place, we may only have the next milestone 
locked in, with the other graduation ideas listed without a specific 
timeframe until someone is ready to support the process.

Regarding the LiveDVD. Within a month or so, I intend to support 
projects who want to get involved in the liveDVD, and there are a number 
of others on the list who have been very helpful and I'm sure will 
continue to work on the project.
