[Incubator] gvSIG project graduation

Hi Dimitris, incubator community, gvsig community,

I've reviewed the gvsig incubation checklist, and consider gvsig to be 
in excellent state, and worthy of OSGeo graduation.

I'm impressed with the attention to detail with filling out this 
checklist, and credit goes to both the gvsig community, and Dimitris in 
mentoring, to ensure that the project has addressed all details.

I'm +1 on gvsig incubating. (Sorry for my delay in response).
