[Incubator] Oskari Incubation Application

To double back to this - I am totally cool if a project has an alternative
to mailing lists for their developer or user communicaiton ... so long as
it is publicly available.

So if a project wants to use slack for development, and gisstrack exchange
with a tag for user support that is perfectly okay.

Just like with all of our checklist, it is the intent/practice that matters
(not the specifics of how it is done). We do have some things we are strong
about (governance should show a balanced and be open to outside parties
joining), open source license (OSI approved so we do not have to review the
license ourselves). But in general we are relaxed about how it is done.
