[Incubator] motion: Portable GIS as an OSGeo community project

Steve, Portable GIS and OSGeo-Live are both looking to address a similar 
use case of helping introduce new users to Open Source GIS.

Portable GIS is built on Windows. OSGeo-Live is built on Linux. There is 
certainly the opportunity to collaborate between projects, and there was 
some discussion ~ August/September 2017 about such collaboration on this 
list. [Short answer: good idea, might happen, needs resourcing]
