[Incubator] motion: accept Photo Raster Library as a community project

The following motion has been made by Landon Blake:

I'd like to make a motion that we accept Pronto Raster Library (
 www.github.com/ahhz/raster <http://www.github.com/ahhz/raster>) as an
OSGeo Community project.


Note due to feedback during the voting process the motion has been adjusted
to reflect the new project name of "Pronto Raster library" (see
https://github.com/ahhz/raster ).

This motion has passed with the following support:
