Well this document we certainly want to keep.

The key change proposed for version 3.0 is mention of projects having a
code of conduct (possibly osgeo code of conduct). Many of the other changes
do not seem worthwhile to me?  A request for deployment document - how is
that any different than installation instructions in a user guide?

Cameron these changes were started by you, is their anything you wish to
pursue here?
