[Incubator] Work On Incubation Committee Web Page and Wiki

I took some time this morning to do a little work on our web page, as
requested by Jody. Here is what happened:

1) I removed content from the web page that was duplicated on our wiki page.

2) I added content the explained what the committee is and why it is
important. Information about how the committee worked was moved to the wiki.

3) I added a header to the wiki to segment out projects currently in
incubation.

4) I've completely reorganized the OSGeo Community Projects wiki page. It
hadn't been touched for a long time.
