[Incubator] [MapProxy] MapProxy PSC

The "OSGeo Community" badge was introduced to support projects such as
MapProxy that are open source, but not in a position to pass incubation
(due to governance model or bus number or ...).

The idea is to offer a cut down list of goals to provide a bigger tent for
more open source spatial projects and encourage the on the open source
aspect where we can.
