You now can work on your application here, and then the incubation
committee can make a recommendation to the board.

List your project on the OSGeo website

Project requirements:

geospatial, user documentation
open source license, with source code check of headers
accepts contributions, review and acceptance of contributions
code of conduct

There are some presentations online that provide examples of each kind of
thing. You can also look at this email list archive to see real world
examples.
