[Incubator] i18n option for incubation projects

Hi all: at the 2023-07-01 OSGeo Board meeting [1], the topic of
internationalization in OSGeo projects
was discussed.  While translation usually encompasses a considerable level
of effort, it would be valuable
for projects to at least have the ability / process in place to integrate
translations if/as they are provided over time.

An example in this regard would be for a Python project to have a Sphinx
i18n setup [2].

It would be valuable to add an item to the Project Graduation Checklist to
ask whether a project has
considered i18n.  This would _not_ be a requirement but a recommendation,
in support of the global
nature and community of OSGeo.

Thoughts?
