I notice that RFC-1 (PSC) and RFC-5 (Committer Guidelines) are still
marked as being under review.  I'd appreciate it if the PSC could
ratify both or mark them as ratified if that was already done.

    This OGC testing page doesn't seem to be offering code under an OS
    license. <br>

    This last request is possibly extending the requirements for the
    providence review beyond what was previously expected, and so I'm
    open to hear people suggest that it is not required.<br>
