<div dir="ltr">Well this "new" incubation checklist has been out for a while now - it is supposed to curtail much of the discussion that has been happening on the inception list (so I suggest updating rather than email). <div>
<br></div><div>Note:</div><div>- We make one of these every five years so this is not an ongoing concern.</div><div>- Any project involved in incubation probably had a hand in the change as the goal is to make things easier :)</div>
<div><br></div><div>So projects are asked to update. Why? Because it is less work.</div><div><div><br></div><div>Graduated projects are responsible to the OSGeo board, not our incubation committee. There is a project officer as a point of contact. For day to day details a project will generally follow their own procedures with respect to IP, making releases and so forth.</div>
<div><br></div><div>Incubation tries to check that projects have these procedures (for IP, making releases, etc...). And that any changes to the procedures are done in an open / public fashion. If a project went wildly away from OSGeo goals and objects (say went to a commercial license) the project officer could take care of saying goodbye to the board.</div>
<div><br></div><div>I share your concern on <b>any</b> extra burden placed on projects, one thing I like about the checklist is it has a clearly indicates optional interactions such as (such as interaction with SAC about infrastructure which is only by request). Previously these were mixed up in the checklist making things hard to figure out. There is also a <a href="http://www.osgeo.org/incubator/process/project_retiring_process.html">project retiring process</a> incase the board decides a project has been abandoned. Not the board is only involved in this process, not the incubation committee.</div>
<div><br></div><div>Finally my usual rant, projects that accomplish the same Open, Copyright and License, Process and Documentation goals via other means are welcome and encouraged to write down what they do ... rather than change. A key advantage of OSGeo incubation is our ability to meet projects in the middle, we have no expectation that a community change - only that they behave responsibly on these for aspects we consider important for project success (and community respect).</div>
