<p>It sounds like proj4php has good foundations, and would be a
candidate for being an OSGeo project in a few years, but is still
a bit young to be ready for OSGeo Incubation.</p>
<p>I suggest a better checklist to look at is the OSGeo Graduation
Checklist. This is what you would be aiming for if you wished to
complete graduation.</p>
