Initially filling out the checklist to see how much work will be involved. Some projects use this as an opportunity to introduce additional process (to help things be transparent and fair).</div><div>2. Going through the codebase and figuring out where it came from, captured as a provenance review.</div><div>3. In general mentors and this mailing list have been available to answer any questions as projects go through graduation.</div><div><br></div><div>The only time mentors become a bottle neck are if there is a legal difficulty to consider; or when a project is close to graduating and the mentor gathers together a motion for the incubation committee to consider.</div><div><br></div><div>* if the project is still interested in incubation</div><div><br></div><div>That is a harder question, for projects like MetaCRS and CITE Team Engine the answer appears to be "not as such".</div><div><br></div><div>We have had several discussion with MetaCRS about repositioning themselves as an OSGeo initiative (facilitating interoperability between coordinate reference system libraries) and take individual projects such as PROJ out as distinct community projects. It may be that the website/rebranding activity will resolve this discussion as we find a better way to present the project.</div><div><br></div><div>For CITE Team Engine there has been no activity; it appears as if the project entered into incubation as a tangible strategic activity between OSGeo and OGC. I had a chance to talk with the project lead at foss4g, we need to have another go at what OSGeo incubation can offer the CITE Team Engine project.</div><div><br></div><div>The OGC already offers a "vendor neutral" home for the project, and they do have some working procedures for collaboration. In effect the Team Engine projects itself is doing open source just fine and wonders how we can help. think it would really be worthwhile to collect such a list and update<br>
it every quarter. I have the impression that incubation is stale in<br>
many projects and we should fix that. I offered help for that years<br>
ago and without such a list helping out is impossible.<br>

I'm also not sure incubation should rely on one mentor. If we want to<br>
teach projects to build a community, and communicate open as a<br>
community, having private conversations with one mentor is not showing<br>
the way forward.<br>
