<p> With this email, I am pleased to present to the OSGeo
Incubation Committee an OSGeo Project Candidate : TorchGeo [0].
As Project Mentor I have worked closely with the TorchGeo PSC and
code base. In my best judgement, I find that TorchGeo is not only
a suitable candidate, but in fact a substantial addition to a
large set of consequential and significant geospatial software
projects of our current era, represented by OSGeo. <br>
</p>
<p>The Program Steering Committee (PSC) of TorchGeo is composed of a
small but diverse group of committers; the PSC has defined clear
standards for code contributions, bugs, features and additions.
Due to the unique character of this training and benchmarking
environment, many complete teams from more than a hundred
institutions worldwide are contributing and active in the
project. As a Machine Learning and Artificial Intelligence
environment itself, new data LICENSE challenges are present as
well.<br>
</p>
<p>You will find abundant links and details in the project
Application [1] and Code Review [2]. The TorchGeo project release
cycle is integrated with OSGeo Planet and news -- <i>special
thanks to</i> <b>JSanz</b>. <br>
</p>
<p>Please review and cast your vote at your earliest convenience.
Questions and other inquiries will be handled on an OSGeo TRAC
instance ticket [3]. The voting period shall begin with the date
of this email, and scheduled to conclude in 14 days hence.<br>
