Our small team at the US State Department is hiring a Front-end Developer.
The short of it is we're getting State hooked on geospatial analysis, data
visualization, and transforming a text-based organization to be more data
driven. The team you'll be on focuses on open source, open data, open
development, and providing a different way of doing things for the federal
government.

What we need is a mapping and data visualization guru (Leaflet, D3, CSS3,
HTML5, JavaScript). Beyond technical skills, we're looking for user focus,
craftsperson mentality, and ability to expand into new areas.

The Front-End Developer role will work within a small, collaborative team
of developers and analysts to build web-mapping and data visualizations
applications. This position will guide the design of user experience that
drives the functionality of applications. A successful applicant will be
able to identify possible business cases that could leverage team services,
recommend solutions, and craft R&D prototypes.

*Job Responsibilities and/or Success Factors:*
Develop custom mapping geospatial and data visualization user interfaces
for the Department of State
Support responsive web application development
Test, debug, and refine application code as required for delivery
Identify use cases for geospatial analysis and apply technical expertise
Contribute to an organization and cultural shift that increases the
utilization of data for decision making
Operate beyond your expertise amongst a small, fluid team

*Required skills and experience include:*
5+ years proficient experience in the theory and practice of graphic design
and user centered design
5+ years experience with ability to develop web applications using
JavaScript (with and without jQuery), Python, HTML5, CSS3, AJAX, SQL, and
similar, with a strong graphic composition, design aesthetic, and a focus
on usability
5+ years experience creating custom applications using LeafletJS, D3, and
similar visualization libraries
5+ years experience with ability to learn new technologies and ability to
work both independently and as part of a team
5+ years proficient experience with geospatial data formats, including
shapefiles, GeoJSON, SpatiaLite, MBTiles, as well as OGC standards and
protocols (WMS, TMS, WFS, WPS, SLD, etc.)
3+ years proficient experience in the theory and practice of geographic
analysis (raster and vector analysis, and cartographic visualization) and
demonstrable skills in desktop GIS applications (QGIS and ArcGIS Desktop)
1+ years experience with version control for application development,
preferably Git and Github

*Preferred skills:*
5+ years experience with ability to gather requirements and present overall
solutions
5+ years experience strong communication skills (oral and written)
5+ years experience strong problem solving skills
3+ years proficient in Python
2+ years experience with open-source, server-side geospatial tools
(Geoserver, PostGIS/PostgreSQL, etc.) and/or Esri GIS tools (ArcGIS Server,
JavaScript API for ArcGIS Server, ArcGIS Desktop, etc.)
2+ years experience with Agile software development
1+ years experience Evangelist for open data and open-source initiatives.
1+ years experience Data analysis and statistical modeling
2+ years experience with mobile application development
2+ years experience with templating in web frameworks
Bachelor’s degree in Geography, Geographic Information Science, Information
Science, Computer Science, or related discipline, or equivalent experience

*Clearance requirements*: This position requires the candidates have an
active Secret clearance level or ability to obtain an Interim Secret
clearance.
