Thank you for contacting USGS EROS User Services.
The Phase 2 GCP update will cover all L1G data of all sensors. It will cover ~646,000 Landsat 1-7 and ~6000 Landsat 8 scenes.

We will likely want to re-acquire any Landsat 8 scenes that are being
reprocessed as part of the \" Phase 2 Ground Control Points plan.\" Thanks
for providing a list of the affected paths and rows, but will you also
provide a list of the IDs of which scenes are being reprocessed?
