[Lexicon] Proposing OSGeo apply for a Google Season of Docs grant

TL;DR We are looking for OSGeo board approval to apply for a Google Season
of Docs grant. Approval is required in less than a fortnight. Submission is
due 26 March 2021.

OSGeo board,
A bunch of us within the OSGeo Lexicon committee
<https://wiki.osgeo.org/wiki/Lexicon_Committee> would like to apply
for a Google
Season of Docs <https://developers.google.com/season-of-docs/docs/timeline>
grant. This would result in us being able to hire a tech writer for ~ 3
months.

We're still fleshing out details for the application and scope of work, but
it is anticipated to involve describing "How to set up an interoperable
glossary" as well as setting up a few exemplar OSGeo glossaries, such as
for OSGeo-Live and Geo For All, and ideally a few project specific ones too.

Over the next week I'll be drafting a proposal.

As the board, can you please discuss and provide tentative approval,
pending having a final proposal ready.
