[Lexicon] Glossaries pitch doc (as a roadmap)

As per last meeting, I've sketched out a roadmap document describing
upcoming steps to realize our distributed glossaries ideas.\

The top section is the short elevator pitch to share. At the bottom I've
added an Annex which can be put into separate documents, or one large
document and provide evidence that we are serious and have the expertise
and commitment to follow through.
