[Liblas-devel] Building .NET bindings

Martin,

I've just applied another collection of small improvements.
Also, I decided to change mingw_liblas.dll to liblas1.dll (see comment 
in the C# file).

I've taken care to describe in details all my changes in SVN log messages.

I hope I've not broken anything. Anyway, feel free to rant on me ;-)
