I believe you can safely update the .NET bindings.

I don't know, but the only differences I'd expect should be in 
compilation/linking flags. So, I suggest to compare those flags
from nmake.opt file against flags in liblas_lib.vcproj and 
liblas_c_dll.vcproj.
