aha!

That's because you have an older libtiff.dll ahead of the one in c: 
\python2x\DLLs in your PATH and it is being picked up.  Search for all  
of your libtiff.dlls and check the dates on them.  The one that should  
be used (make sure it is first on your PATH), is dated 9/1/2008
