The third candidate release of librttopo 1.0.0 is available
https://strk.kbt.io/tmp/librttopo-1.0.0-RC3.tar.gz

It fixes some memory leaks, tweaks packaging to include
a ChangeLog and changes all indents to spaces.

If nothing comes up before next week I'll bless this as 1.0.0
official and upload to upload.osgeo.org
