The Debian package for librttopo 1.0.0 has also been synced into Ubuntu
for yaketty:

 https://launchpad.net/ubuntu/+source/librttopo

Since GEOS 3.5.0 is available in wily & xenial, providing backports of
librttopo and spatialite 4.4.0 via UbuntuGIS is an option (for xenial at
least). It does require rebuilding all spatialite reverse dependencies
and including them in the UbuntuGIS PPA too.

Because of the need to rebuild all the reverse dependencies backports of
GEOS 3.5.0, librttopo 1.0.0 and spatialite 4.4.0 are not planned for
Debian stable users. The packages are available for stretch and later.
