[rttopo-dev] 1.1.0-RC1 released

Second release candidate for version 1.1.0 is ready for test:

(aka 821fc4b) 

Another RC was needed due to 47 commits pushed to the branch
after extensive testing of use from spatialite.

If no issues come out with this release candidate, it will be tagged
as final. Please report issues to
