Hello all:<br>
I noticed that on a new installation of Ubuntu, after installing
qgis, the ".qgis" directory is owned by root. This causes adding of
plugins to fail. (Probably other problems as well down the road)<br>
Install of qgis was from the ppa ubuntugis-unstable repo.<br>
<br>
We see the same behavior in the new OSGeo Live DVD. <br>
Is this something in the packaging?<br>

I'm looking into this and starting to wonder if it's an error in the
packaging/upstream since I heard a similar bug from a friend doing their
own personal install and can't see anything in the qgis installer that
even touches this folder.
