[Local-chapters] slow but progress for PH local chapter

Hi Maning,

You can request to have a mailing list created by filing a ticket in 
Trac (http://trac.osgeo.org/osgeo/) - make sure to select the "Systems 
Admin" component when you file the ticket. (sign into trac with your 
OSGeoID...if you don't have one you can create one at: 
https://www2.osgeo.org/cgi-bin/ldap_create_user.py)
