[Mapbender_dev] Handling REST API requests.

Hi Karim,

I think nice url is a problem, which we should resolve as early as
possible. Because the rest framework design will depend on that. For
example if we go for url rewrite solution, there will be a single
controller - api/index.php
But if we go for solution like api/user.php/id/json then there will be
different controllers for each resource.
IMHO, this should be sorted out as soon as possible
