Hi,
this is intended, we only accept humans as Wiki users and have therefore 
deactivated the option to create new accounts randomly:
http://www.mapbender.org/index.php/MapbenderWiki:About#Wiki_Access

(I need to work this page over as it is outdated. The main reason to 
deactivate anonymous account creation is the official character of the 
Mapbender project documentation - we like to know who has write access.)

Only Wiki sysops can create accounts:

 From your mail I gather that you are a human being so if you want to 
have an account we will be happy to create one for you. We use "first 
name" (blank) "second name" as login and you receive a random created 
password that you can change yourself. In your case the ID would be 
"Markus Weissmann".

If this is OK for you just give me short reply and I will create the 
account for you.
