hmm, this sounds a little bit strange. You are using Geoserver as
WMS-Server also, right? The problem here with Geoserver is, that it
exhibits the layers extent only at the sublayer level, i.e. you have a
layer that uses epsg;31259 and you have set a bbox for that layer,
you'll find the coresponding <BoundindBox> tag at this layer, but not
at the main layer, therefore mapbender will not be able to select your
sublayers epsg as a selectable epsg-system in the gui_wms_settings
dialog.

To achieve that you can either manipulate your capabilities document
by hand, add the sublayer BoundingBox tag also to the main layer and
upload your wms from a static file rather than from a getcapabilties
call. Or you can copy the entry of your sublayer in table layer_epsg
to the main layer by assigning it the correct layer_id. I'd recommend
the first option, because fiddling with the DB by hand is always ...
dangerous.
