Not sure that this requires an RFC?  It seems like a reasonable change, and I don't think that RFC15 has been included in released code, even though the work was ostensibly complete.

This RFC contains a proposed modification to the new QueryFeatures
method added in RFC 15, that will allow us to fix the problem of the
MapGuide Viewer sometimes displaying properties for an adjacent feature
instead of the selected feature.
