[mapguide-internals] PHP 5.2.1 upgrade for MapGuide

Hi all,

I have started submitting an upgrade to PHP 5.2.1.  The MapGuide tree
will be broken for a while as I update MgDev/Oem/php.  I will send out a
followup email once the upgrade is complete.
