[mapguide-internals] RFC39 - Ready For Review - "Add layer name toWMS GetFeatureInfo response"

The linkage is provided by a DescribeLayer operation on a WMS which  
returns the associated WFS online resource and and WFS type name  
associated with the WMS layer - at which point you can do more  
intelligent things.  This is a difficult chain of services to  
navigate, however :)
