[mapguide-internals] Pseudo Motion to Vote on RFC 43 - Support Search and Selection on Double Identity Properties

Hello PSC,

I would like to submit "MapGuide RFC 43 - Support Search and Selection on Double Identity Properties" to the PSC for vote.  I apologize for the improper procedure but my PSC contact is on vacation.

Please Note:  This change will be rolled into both the 1.2 and 2.0 streams.
