The MapGuide project is managed by the Project Steering Committee (PSC) which includes a non-majority of Autodesk employees.

Like any open source projects -- you can make any changes and improvements to the technologies. You can even distribute these changes without any approval as long as you do so within the terms of the LGPL (the project license). However, if you want these changes to be included in the project core, it is up to the PSC to determine if these changes would be acceptable.

Although Autodesk did play a major role in the establishment of the foundation, OSGeo is completely independent of Autodesk, and has been setup intentionally in this manner.
