[mapguide-internals] VOTE: Add Jackie Ng as a committer (Re: OSGeo Project Contributor agreements)

[Jackie Ng]

I submitted two contributor agreements months ago (one for FDO and one for
MGOS). I never knew if the MGOS one got accepted.
