[mapguide-internals] Bootstrapper goodness!

I had to back out the bootstrapper changes because there is a nasty flaw with
the Visual Studio 2008 bootstrapper that makes the self-extracting approach
unusable.

However the custom actions will still run as the CRT and MFC libraries are
copied before they are run.
