As far as I can tell, the override behaviour is identical for maps and layers.  From a maintenance perspective, it may be more appropriate to move the WatermarkCollectionType to WatermarkDefinition-1.0.0.xsd so it is picked up by both LayerDefinition and MapDefinition.  I would also name the element "Watermarks" in both LayerDefinition and MapDefinition since they are the same thing.  

Other than that, I think this is a very good RFC.
