Hi All,

Could you please review my implementation of RFC71 thus far? 

Of particular interest is the java implementation, namely because java is
not my strong suit (it was basically a port of the .net version and
replacing the .net APIs with the first java equivalent I could find) and as
a result, I may have chosen sub-optimal APIs for the java implementation.

In terms of 

All implementations have been tested and working under the following
browsers so far:

Internet Explorer 6,7,8
Mozilla Firefox 3.0, 3.6
Opera 10.5

Browsers with known issues:

Webkit-based browsers (Safari, Chrome)

The issue with the webkit-based browsers is that although programatically
inserting options into the layer and feature dropdowns in the new Property
Pane Toolbar seems to work, in that alert()'ing the number of items in the
dropdowns gives the expected number, the dropdowns themselves won't expand
to show the added items. Any ideas?

This small issue is the only thing left to handle
