[mapguide-internals] RFC 90 Meta Tiling Support

Hi Zac,

UV has written a fair bit of code here.  It will take me a while to go through it.  From a quick scan, the meta tiling seems to based on serverconfig.ini parameters.  This is a good thing if we want to get it in for 2.2.
