 As reported by Maskim, RuntimeMap generation can benefit greatly from
 caching the results of the DESCRIBEFEATURESCHEMA call. This is in addition
 to the caching proposed in the Rfc's. This enhancement will prevent large
 xml documents from being transmitted back and forth.
