 We found that this problem occurs when there are a large number of
 resources in the repository.  The web tier does an EnumerateResources for
 every GetMap operation.  We are currently looking into a solution for 2.1.

 Can you tell me about how many resources (maps, layouts, feature sources,
 etc.) that your repository has?
