 Actually, with the plans to separate the MapGuide API dlls, and assuming
 we can use the MgCoordinateSystem API standalone outside of MapGuide, I
 would prefer that we can still read from MENTOR_DICTIONARY_PATH in case it
 can't be read from serverconfig.ini or webconfig.ini
