 Submitted as r4077.  I noticed that there was a comment in the util.js
 file but left it in.  I think that we don't put any extraneous things like
 comments in these files because it unnecessarily consumes bandwith (well,
 that's what it seems from looking at the other files).

 If documentation becomes an issue, perhaps we should start looking into
 creating  documented .js and template files and then postprocessing them
 so that that are lean for the web.  Much like Fusion does in creating the
 compressed fusion files.
